You may performance best when water is enough, It is best to drink the liquid immediately after the loss of water (but not cold drinks).
You may feel hungry after running, and your body is recovering to normal condition. Eat things at this moment may cause nausea or stomach cramps. The only thing you would do before running is drink enough, because body have strong ability of self-regulation.
